How to Get an FSSAI License Online in 2026: Complete Step-by-Step Process
A plain-English, end-to-end walkthrough of applying for your FSSAI license online via FoSCoS in 2026 — eligibility, documents, the 8-step application flow, processing times, common rejections and what to do if your file is rejected.
If you sell, manufacture, store, transport, import or distribute food in India, you need an FSSAI license or registration before you start operating. The good news is that the entire application is online — through a portal called FoSCoS (Food Safety Compliance System). The bad news is that the portal is unforgiving: a single mismatched detail can stall your file for weeks.
This guide walks you through the full process, in plain English, so you can either file the application yourself with confidence or know exactly what to ask of a consultant.
Step 0: Quick eligibility check (60 seconds)
Before you touch the portal, confirm which tier of license you need. There are three:

If you sit on the boundary between two tiers, default to the higher one. Operating with an under-classified license attracts a penalty of ₹5 lakh and upwards — far higher than the small saving on fees.

Step 1: Pre-application checklist — get these ready first
The single biggest cause of delayed applications is starting the form before the documents are in order. Gather this set first; the exact list depends on your tier.
For all tiers
- Photo ID and address proof of the proprietor / partners / directors (Aadhaar, PAN, Passport, Voter ID).
- Recent passport-size photograph (JPG/PNG, <1 MB).
- Proof of business premises — rent agreement, electricity bill, NOC from owner, or property papers.
- Authority letter / Form IX (for partnerships and companies — names the person authorised to file).
- List of food categories you'll handle (the portal has a fixed dropdown — pick from it, don't free-text).
- Working email and Indian mobile number for OTP verification.
Additional for State License
- Layout plan of the premises, drawn to scale, showing equipment placement, raw material flow, finished goods flow, and waste exit.
- List of equipment and machinery with capacity.
- Water test report from a NABL-accredited lab (not older than 6 months).
- Partnership deed / MOA & AOA for partnerships and companies.
- Form IX (nomination of the responsible person).
- Food Safety Management System (FSMS) plan — at minimum a basic SOP set covering hygiene, pest control, supplier control and CCPs.
Additional for Central License
- All of the above, plus:
- Source of milk / meat / poultry (for processors).
- Pesticide residue report (for water and primary produce, where applicable).
- IE Code from DGFT (for importers / exporters).
- Certificate from Ministry of Tourism (for hotels claiming a star category).
- Recall plan (for any FBO with national distribution).
- NOC from local Municipality / Panchayat (in many regions).
A quick reality check: for a State License, expect to compile 15–25 pages of documents; for a Central License, 35–60 pages. Scan everything to PDF, kept under 2 MB per file.
Step 2: Sign up on FoSCoS
Go to the FoSCoS portal (search "FoSCoS FSSAI" — we deliberately don't link directly to government domains here so you always reach the latest official URL).
- Click Sign Up at the top right.
- Choose Food Business as the user type.
- Enter your name, email, mobile and a password. Use an email and mobile you'll keep for at least 5 years — both are tied to renewals and notices.
- Verify the email and mobile via OTP.
- Log in with the credentials you just created.
A frequent slip-up: founders sign up using a personal Gmail and a freelancer's mobile. Use a business email and a phone you control directly — recovering access later is painful.
Step 3: Start a new application
After login, the dashboard shows a + Apply for License/Registration button.
- Select your State and District.
- Pick Premises type — Manufacturer, Trade & Retail, Food Service, Storage, Transporter, etc.
- The portal will auto-suggest the eligible license tier based on your turnover declaration. Cross-check this against your own classification from Step 0.
- Confirm and proceed to the application form.
Step 4: Fill the application form
The form is split into tabs. Fill them in order — the portal won't let you skip ahead.
Tab 1 — Premises and contact details
- Legal name of the FBO (must match PAN exactly).
- Trade name (the brand the public sees).
- Premises address (must match your address proof exactly — including PIN code).
- Contact person name, email, mobile.
Tab 2 — Communication address
If different from premises, enter it; otherwise tick "same as above".
Tab 3 — Food categories
Select from the dropdown. Pick only the categories you actually handle. Over-selecting triggers extra documentation and inspection scope. Under-selecting means you'll need a paid modification later.
Tab 4 — Production / handling capacity
For manufacturers, this drives the fee category. Be honest — the inspection will verify it.
Tab 5 — Source of raw materials
For State and Central, list your key suppliers and their states.
Tab 6 — Document upload
Upload each document under the correct head. File names matter — avoid spaces and special characters (use aadhar_proprietor.pdf, not Aadhar Card (final).pdf).
Tab 7 — Declarations
A standard set of compliance declarations. Read them once; they are legally binding.
Step 5: Pay the government fee
After submission, the portal generates a payment link. Fees (per year):
- Basic Registration: ₹100
- State License: ₹2,000 – ₹5,000 (depending on activity)
- Central License: ₹7,500 (flat)

Pay via UPI, net banking or card. Save the receipt — you'll need the reference number if any query comes back.
Step 6: Track your application
After payment, you get an Application Reference Number (ARN). Use this to track status under Track Application on the dashboard.
Status flow (typical):
- Submitted — file is with the Designated Officer (DO).
- Under Scrutiny — DO is reviewing documents.
- Inspection Scheduled (State and Central only).
- Inspection Completed — inspector uploads report.
- Approved / Rejected / Reverted for Clarification.
If status moves to Reverted, you have a fixed window (usually 30 days) to upload the additional documents or clarifications. Miss that window and the file is auto-rejected — you'll need to re-apply and re-pay.
Step 7: Inspection (State and Central only)
For State and Central applications, a Food Safety Officer will visit your premises. Have these ready on the day:
- Original copies of every document you uploaded.
- The premises clean, with raw and finished goods clearly separated.
- Pest control contract, water test report and FSMS register on site.
- A senior person available to answer questions — not a junior who'll need to "check with the boss".
Inspections rarely fail outright; what they generate is a list of corrective actions. Close them within the timeline given (usually 15–30 days) and the license is granted.
Step 8: Download your certificate
Once approved, the certificate is generated as a PDF in your dashboard. Download it, print a colour copy, and display it prominently at every place of business — this is a legal requirement. The 14-digit FSSAI license number must also appear on every product label and invoice.

The single biggest determinant of timeline is document quality at first submission. A clean Central License file, correctly filled, can clear in 30 days; a sloppy one can drag past 90.
Common mistakes that cause rejection (and how to fix them)
- Address mismatch across documents — the address on your Aadhaar, electricity bill and rent agreement must align. Fix: before applying, get an updated address proof or a fresh NOC from the landlord with the exact address you'll declare.
- Wrong food category selected — picking "Dairy" when you only sell flavoured milk triggers dairy-specific documentation. Fix: read each category's description carefully; pick the narrowest accurate set.
- Missing Form IX for partnerships and companies. The portal accepts the file without it but the DO will revert. Fix: download the Form IX template, get all partners/directors to sign, scan and upload.
- Stale water test report — older than 6 months at the time of submission. Fix: schedule the test 1–2 weeks before you submit, not 6 months in advance.
- Layout plan not to scale or hand-drawn. Fix: invest in a proper CAD draft (₹3,000–₹10,000 one-time).
- Turnover declared inconsistently with GST returns. Fix: match the FoSCoS turnover declaration to your last filed GST annual return.
- Generic FSMS plan downloaded from the internet — DOs spot these immediately. Fix: tailor at least the supplier list, CCPs and pest control schedule to your actual operations.
What to do if your application is rejected
A rejection is not the end — it just means you re-apply. But before you do:
- Read the rejection reason carefully in the dashboard. The DO is required to state it.
- Fix the underlying issue — don't just re-submit the same file with cosmetic changes.
- Wait at least 7 days before re-applying from the same premises (this is convention, not law, but it gives the DO's note time to settle).
- Pay the fee again — there is no refund on rejected applications.
- If the rejection feels unjustified (rare, but it happens), you can file an appeal with the FSSAI Appellate Tribunal within 30 days. In practice, re-applying with a cleaner file is faster and cheaper than an appeal.
FAQs
Can I apply for an FSSAI license without GST? Yes, for Basic Registration. For State and Central, GST is not strictly mandatory in every state but the DO will almost always ask for it. If your turnover is above ₹40 lakh (services: ₹20 lakh), GST is anyway required by law.
Do I need a physical factory to apply? No. Cloud kitchens, home bakers, e-commerce-only sellers, and traders can all apply. You do need a declared premises (even your home address, with proper proof) — FSSAI does not issue floating licenses.
Can I apply from home for a home-based food business? Yes. Home-based bakers, tiffin services and cottage food businesses commonly apply for Basic Registration with their home address as the premises. You'll need either ownership proof or a no-objection from the property owner.
How long is the license valid? 1 to 5 years — your choice. The fee is per year, so a 5-year license is just 5× the annual fee.
What if my landlord refuses to give an NOC? A registered rent agreement specifically permitting commercial / food-business use is sufficient — you don't always need a separate NOC. If neither is available, this is a hard blocker — you'll need to relocate or formalise the arrangement.
Can I add more food categories after the license is issued? Yes, via a modification application. The fee for a financial modification is the same as a fresh license fee for that year.
Do I need a separate license for each branch or outlet? Yes. Each premises where food is manufactured, stored, served or sold needs its own license, except for transporters whose vehicles are covered under a single transporter license.
Is FoSTaC training mandatory before I apply? Not before applying, but a trained Food Safety Supervisor must be in place once you start operating, for most license categories. You can train post-issuance.
